PERTE for Industrial Decarbonization: €330M to Accelerate the Energy Transition of Spanish Companies

The Ministry of Industry and Tourism, through the SEPIDES, has launched a new aid program totaling €329.7 million under the Industrial Decarbonization PERTE, aimed at driving the energy transition in the manufacturing sector.

These grants finance large-scale “tractor” projects focused on reducing emissions, improving energy efficiency, and integrating renewable energy, renewable hydrogen, or carbon capture technologies. Aid is awarded on a first-come, first-served basis, with funding intensities of up to 60% and a maximum of €200 million per project. The application period is open from February 2 to February 13, 2026.

At artica+i, our Innovative Investment Grants team supports companies throughout the entire process: identifying opportunities, preparing technical and administrative submissions, managing budgets, monitoring progress, and completing justification reports, maximizing success while minimizing risk.

Scope of the Aid

This call forms part of the Industrial Decarbonization PERTE under Spain’s Recovery, Transformation, and Resilience Plan (PRTR), designed to accelerate the transition toward sustainable and competitive industrial processes.

Eligible actions include:

  • Direct emissions reduction: electrification of processes, use of renewable hydrogen, or replacement of fossil fuels with renewable alternatives.
  • Energy efficiency improvements: reducing electricity consumption in industrial operations.
  • Renewable energy installations for industrial self-consumption.
  • Energy storage systems.
  • Low-carbon fuel production for internal use.
  • Carbon capture equipment applied to industrial processes.

Grants are awarded on a non-competitive, first-come-first-served basis for industrial projects that reduce emissions and accelerate energy transition in manufacturing.

Eligibility

Eligible applicants include public and private companies with legal personality, as well as unincorporated groups meeting the call requirements.

Projects must be “tractor” projects: one or more primary projects targeting the decarbonization of a single operational industrial installation (“main installation”), whether or not covered by the Emissions Trading System.

Beneficiaries have up to 60 months from the grant resolution to execute investments and approved expenses. Funding is in the form of direct grants, with intensities up to 60%, depending on the type of action and company size. Maximum aid per tractor project is €200 million.

Key Technical Requirements

  • Integral “tractor” project: multiple coherent actions targeting decarbonization of a facility or production process.
  • Quantifiable environmental impact: clear technical justification of greenhouse gas reduction.
  • Experience and technical capacity: proven expertise in implementing complex industrial technologies.
  • Execution plan and schedule: detailed investment plan, technical milestones, and deadlines within the 60-month period.

Mandatory Technical Documentation

  • Descriptive project report with scope of actions.
  • Environmental and energy impact estimates.
  • Detailed budget by work units or equipment.
  • Relevant sector certifications and permits.

Application Steps and Practical Advice

1. Prepare Documentation Before Opening

  • Identification of the applicant entity.
  • Technical project report (objectives, implementation, expected results).
  • Detailed budget, broken down by items with estimated justifications.
  • Impact studies (energy and emissions reduction).
  • Execution plan with timeline and risk assessment.

2. Submit Electronically

  • Access the managing body’s electronic platform from 10:00 on February 2 to 14:00 on February 13, 2026.
  • Upload all documentation in the required formats (PDF, budgets, certificates).
  • Complete all form fields to avoid validation errors.

3. Evaluation Criteria

Although funding is first-come, first-served, quality matters:

  • Technical quality and innovation level.
  • Impact on emissions reduction and energy efficiency.
  • Economic and technical feasibility.
  • Applicant experience and solvency.
  • Execution capacity within established deadlines.

4. Justification and Monitoring

  • Execute the project according to the approved plan.
  • Submit periodic reports and expense documentation.
  • Retain all contracts, invoices, and execution documents for verification and audit.
