Legislation framework for Agrifood PERTE published

The Ministry of Industry, Trade and Tourism has published the regulatory bases for the first package of aid to the agri-food sector, endowed with 500 million euros. The 2022 call is expected during the last quarter of this year and will be aimed at financing projects focused on the modernisation and digitalisation of the agri-food sector.

On 8 February 2022, the Council of Ministers approved the Strategic Project for Economic Recovery and Transformation (PERTE) for the agri-food sector, which will have a public investment of more than 1,000 million euros until 2023 and thanks to which it is estimated that up to 16,000 new jobs will be created with an economic impact of more than 3,000 million euros.

Agri-food PERTE is structured in three axes, for which three calls will be established: Axis 1 is a support package for the sector endowed with 500 million euros and executed by MINCOTUR, Axis 2 is a set of measures to support the digital adaptation process of the entire value chain endowed with 454.35 million and responsibility of MAPA and Axis 3 is a set of actions to support innovation and research with an endowment of 148.56 million euros and whose implementation also depends on MAPA.

After almost 6 months of waiting, the Ministry of Industry, Trade and Tourism has given the green light to the regulation that will regulate the first aid package for the agri-food sector within the framework of the Agri-food PERTE, endowed with 500 million euros for the period 2022-2023. The Official State Gazette (BOE) thus published, on 1 August 2022, the legislation framework that will govern this set of measures to support the industrial strengthening of the agri-food chain in our country.

In principle, the expected 2022 call for the Agri-food PERTE is expected to be published in the BOE between October and November, or even earlier. Moreover, once published, an application period of between 30 and 45 days is expected, so it is important that all interested companies work from this moment on the identification of projects and the formation of clusters.

 

What are the projects eligible for funding?

The main objective of the Agri-food PERTE is to promote the integrated development of the entire agri-food chain through the digitalisation of processes and the incorporation of knowledge and innovation. In this way, the aid granted will be aimed at financing projects focused on modernisation and digitisation, as well as improving traceability and food safety.

The projects eligible for funding under Axis 1 of the agri-food PERTE will be large strategic initiatives, with budgets of more than 15 million euros, led by groups of companies located in a geographical area covering at least two autonomous communities. These large tractor projects will in turn encompass several primary projects, individual and/or collaborative.

These primary projects may be projects focused on R&D&I and/or investment projects in the areas of Sustainability and Energy Efficiency, and must be included in at least two of the following three thematic blocks: “Competitiveness”, “Sustainability and Traceability” and “Food Safety”.

Entities interested in submitting an application must be constituted as a group of companies, made up of at least 6 companies, one of which must be a large company, and must also be made up of a minimum of four SMEs. Groupings made up solely of SMEs will also be eligible, provided that two of them are medium-sized enterprises.

The aid will be granted on a competitive basis and will take the form of grants, loans or a combination of both.

 

Other PERTE and grants of interest

With this one, the Government has promoted three more PERTE with specific regulatory bases and even calls for proposals: the Naval PERTE, the Agri-food PERTE and the PERTE VEC (Electric Vehicle). Regarding the latter, at the end of July 2022, it has already obtained its first provisional resolutions. In this regard, it should be noted that, in this call and with an evaluation period of just 3 months, 10 tractor projects led by large companies in the automotive sector such as Renault, Opel, Mercedes-Benz, Ford, SEAT and IRIZAR have been approved, with a total budget mobilised of more than 1,700 million euros and aid granted for a value of 700 million euros. The total number of eligible projects submitted to this PERTE VEC call was 13, so the approval rate was over 75%.

In addition, our Innovation Consultancy department has identified some interesting calls published during the first half of August:

  • Grants from the Ministry of Economic Affairs and Digital Transformation, aimed at the digitalisation of Segment II companies (between 3 and 10 employees) within the framework of the Spain Digital Agenda 2025, the SME Digitalisation Plan 2021-2025 and the PRTR (Kit Digital Programme), with an application deadline of 12 months from 2 September 2022, endowed with €500 million.
  • Aid from the Ministry for Ecological Transition and the Demographic Challenge for incentive programmes 1, aimed at companies with heating and cooling network projects that use renewable energy sources, with aid for biogas installations and for heating and cooling network projects that use renewable energy sources, hydropower and those from biomass and renewable gases. It is a package of 75 million euros with a deadline for submission between 12 September and 14 October 2022 in the case of biogas facilities, and 70 million euros for heating and cooling network projects using renewable energy sources to be submitted between 26 September and 28 October 2022.
  • Grants from the Ministry of Industry, Tourism and Trade, through the Entrepreneurial Capacities Programme managed by the EOI Foundation, to promote the Startups Acceleration Programme. These companies must be no more than 7 years old if they belong to the biotechnology, energy and/or industry sectors, and up to 5 years old in other sectors.
