
TransMisiones 2023, €130M for collaborative projects between companies and research centres
The State Research Agency (AEI) and the Centre for Technological Development and Innovation (CDTI) have launched the joint call TransMisiones 2023 to finance large R&D&I projects in collaboration between companies and research and knowledge dissemination centres.
The call will remain open until 28 July and has a total budget of 130 million euros.
On 27 June, the Council of Ministers approved the TransMisiones 2023 call for proposals, jointly managed by the State Research Agency (AEI) and the Centre for Technological Development and Innovation (CDTI), with a budget of 130 million euros. The aim of this call is to subsidise large R&D projects with a duration of three or four years, involving consortia of companies and research centres.
Of the total budget, 70 million euros are managed by the CDTI Innovation and earmarked for business clusters, while the remaining 60 million euros are distributed to clusters of research and knowledge dissemination organisations by the AEI.
The projects will start in January 2024 and may be industrial research, experimental development or a combination of both. In any case, a minimum of 5% of the activities will be required to be considered as research activities.
The deadline for submission of applications for this call for proposals will remain open from 3 July until 28 July at 14.00 (Spanish time).
Thematic priorities
The TransMissions initiative addresses six ambitious and relevant thematic priorities that define major challenges for the Spanish society and economy:
- Contributing to the development of an advanced and competitive industry by exploiting the possibilities of three profound technologies: Artificial Intelligence, including Machine Learning, new materials and industrial biotechnology.
- Promote information security and cybersecurity in Spanish industry and the Spanish economy.
- Contribute to the energy transition in Spain and the development of 21st century energies.
- Promote the development of an advanced agri-food and livestock sector that is sustainable and prepared for climate change and that makes significant use of biotechnological tools.
- To promote advanced management of water resources.
- Promoting new systems for preventing and fighting forest fires based on the use of advanced technologies.
Through these missions, the programme seeks to address two major strategic areas for the Spanish economy as a whole:
- Cross-cutting priorities affecting the economy as a whole, especially those related to the transition to the digital revolution.
- Thematic priorities focused on the green transition, including the energy transition and the fight against climate change.
Public-private collaboration
TransMisiones is part of the Transfer and Collaboration Plan approved last December in the Council of Ministers, whose objective is to strengthen the links between the public and private sectors in R&D&I. In this way, not only is the innovative capacity of companies increased, but also the socio-economic impact of public investment in R&D&I is boosted.
As mentioned above, the projects will be implemented in a coordinated manner by clusters of companies, funded by CDTI Innovation, and clusters of research organisations, supported by the AEI.
On the one hand, applications for CDTI Innovation grants must be consortia of 3 to 8 companies, led by a large or medium-sized company. The eligible budget will range between 3 and 10 million euros, with a minimum budget per company of €175,000. Finally, the aid intensity will be 65% for large companies, 75% for medium-sized companies and 80% for small companies.
For its part, the grouping of research and knowledge dissemination organisations will be formed by a minimum of 2 entities, with a budget of €750,000 or more, and the subsidy will be up to 100% of the project’s budget.
For a project to be funded under TransMisiones 2023, it will be a prerequisite that the two clusters that make it up – business and scientific – obtain funding from the two funding bodies (AEI and CDTI Innovation) for its implementation in a coordinated manner.
